Local development keeps the seeded reviewer fallback available, and when Firebase admin credentials are present the same reviewer is also bootstrapped into Firebase automatically.

Google sign-in now comes through Firebase locally as well as in production. Any account without admin access is rejected before the moderation cookie is set.

Email/password keeps the local reviewer fallback during development, and when Firebase is wired locally the same flow can resolve through Firebase before this console session is issued.
